The first place to look to see if the driver for MFS100 Fingerprint Sensor was actually installed is the the Device Manager. Press Windows Key + R and type devmgmt.msc. There shouldn't be anything marked with a yellow or red sign. If there is something with yellow, it means the driver didn't succeed installing properly and you should try again, but this time use the correct one.
Also, it might be possible that the driver you are trying to install is not compatible with the operating system that's currently running on your PC.
In CSC Jeevan Pramaan Patra there is an error with the fingerprint scanner.

The fingerprint requires the necessary driver to be installed on the PC where Jeevan Pramaan is installed as well. Also, it seems that for version 3 of the software, certain requirements are in place. For example, this is what I've extracted from the official website:
"You can use existing device by upgrading it to a Registered Device. For this you need RD service which is provided by device-manufacturer."

In order to install the driver on your PC, the first thing that you want to do is to go to the sensor's webpage and download it on your computer. (Just type in the captcha code and you'll be taken to the actual download.)
Once that's done, run the executable file and follow the steps in the installer to complete the process.
Finally, after the setup process is finished, press Win + R on your keyboard, then in the Run box that pops up, type "services.msc" (without quotes) and click on OK. A new window window will open up showing you all the services that are running on your operating system. Scroll down until you see an entry called MFS100 Client Service and make sure that it says Running next to it. If it doesn't, right-click the entry and select Start. Reboot your PC and you should be good to go.

There are several different problems that could cause reoccurring errors with the MFS100 Fingerprint Sensor. Knowing the error's message or its number is usually very useful in determining the cause, but here are the most common two reasons:
You didn't install the driver, in which case you will need to go the device's driver webpage, then download it from there and install it on your PC.
The driver you have is incompatible with the Windows version that you're currently using. Unfortunately, I could only find one driver for the MS100 Fingerprint Sensor which means that you're pretty much out of options.
These fingerprint devices and drivers are primary used on Windows PCs. You can't just use a fingerprint sensor on your mobile device unless that mobile is already equipped with one (eg. iPhone 6, HTC Max, etc).
